STATEMENT IN SUPPORT OF APPLICATION FOR PROMOTION.

I entered the service as Clerk in the Registry of the Supreme Court of Mauritius in September, 1853.

After holding several other offices I was appointed Chief Clerk in the Master's Office in March, 1864. In June 1866, on the death of Mr. Temple, Master of the Court I applied for that office. His Excellency the Governor in reply to my application after acknowledging "the indefatigable and able manner in which I had fulfilled my duties as Chief Clerk hoped that a fitting opportunity would occur for "testifying the approval of my conduct by the Government."--See letter dated July, 1866.

While on leave in 1870 and 1871 I entered as a student of the Middle Temple. In July 1871, I obtained from the Council of Legal Education an Exhibition of twenty Guineas and in November 1871 a Certificate of Honour of the First class.

I was called to the Bar in June 1872.

Notwithstanding these honours, the promise contained in the letter above cited and the frequent testimony borne by my superiors in Mauritius to my conduct and abilities, I received no promotion, save some acting appointments, from June 1866 till January 1882 when I was appointed to my present office.

In proof of the satisfaction I have given to the Government of Hongkong it will I trust be sufficient for me to state that in 1885 I was appointed Acting Puisne Judge and in 1886 Acting Attorney General, a post which I held for nearly two years. I was reappointed Acting Attorney General in 1890, Acting Puisne Judge in 1891 and during the absence of Sir James Russell in the same year I held the office of Acting Chief Justice.
